April 26, 2011 – Annual Town Meeting

Chairman DeRensis noted that Selectman Pucci gave his consent to the BOS to start the meeting without him as he was going to be delayed.

Reading of the Agenda

Arbor Day Proclamation

Motion

Move that April 29, 2011 be proclaimed as Arbor Day in the Town of Sherborn.

Fire Department Budget
Jon Dowse

The Board reviewed again with Acting Fire Chief Jon Dowse the Budget for the Fire Department.
Mr. Dowse stated that the budget he is presenting is the budget that was approved by the Advisory Committee which does not provide in the salary line item for a full-time fire chief.

Ruth Chamberlain of the Advisory Committee stated that the financial recommendation of the committee to not include the full amount for a full time fire chief was based on the fact that the Acting Fire chief never presented to the committee the merits of having a full time fire chief. The Advisory Committee pulled the budget back to within the Advisory guidelines.  Ms. Chamberlain stated that the Selectmen pursue a full-time fire chief for 2013 and to make a presentation to the Advisory Committee.

Selectman Twining stated that the Board voted to recommend a full time fire chief and is very concerned when a Department Head overturns a vote of the board and presents a budget without the provisions in the salary line item for a full time fire chief.

Chairman DeRensis stated that the charge from the Board was to go to Personnel Board and the Advisory Committee and to come back to the Board for a recommendation and what the plan would be to move forward with a full time fire chief position.

It was the general consensus of the Board to take no action and to bring the budget as presented to Town Meeting floor.

Article 33
Surveillance Cameras- Citizens Petition

Michael Barberio appeared before the Board looking for endorsement of this Article on Town Meeting floor.

It was the general consensus of the Board to bring this to Town Meeting floor for a vote.

TA Search Committee

Selectman Twining stated that his nominee for the TA Search Committee would be Rick Thompson.

Motion

Move to appoint Rick Thompson to the TA Search Committee for a term to expire when the search has been completed.

Chairman DeRensis stated that his nominee to the TA Search Committee would be Neil McPherson.

The Board stated that they would speak with Selectman Pucci as to whom he wishes to nominate to the Committee when he arrives.

Pine Hill Access Road
Frank Hess

Mr. Hess appeared before the Board to ask their support at Town Meeting.

It was the general consensus of the Board that they would be supportive of this article. Chairman DeRensis stated that he has been supportive of this and worked on this for the last 8 years. He identified the need, spent time looking into grants and worked on the RFP process and also was instrumental in clearing the way through the legislative process to get this project done.
